Rudi Dicks, Head: Project Management Office (PMO), The Presidency

Rudi Dicks is the Head of the Project Management Office (PMO) in the Private Office of the President. He is responsible for supporting the implementation of the Presidential Employment Stimulus (PES), the Presidential Youth Employment Initiative (PYEI) as well as unblocking regulatory challenges that impact on employment and economic growth. He jointly leads Operation Vulindlela which has been established as a joint initiative between the Presidency and National Treasury to accelerate structural reforms. In his previous role, he was an Outcomes Facilitator at the Department of Planning Monitoring and Evaluation (DPME), responsible for monitoring the performance of economic and infrastructure outcomes and supporting various economic interventions across government.

Lucky Kgatle, Chief Executive Officer, LK Tlou Pty Ltd

Lucky Kgatle began his journey in the mining industry after obtaining his BSc in engineering in 2001. He went on to obtain his MBA in 2009. During his career in the industry, now spanning beyond two decades, he has thrived in leadership roles encompassing both operational and strategic elements and responsibilities which, most recently, positioned him as the Senior Vice President of Sasol Mining, a coal mining company with six mines producing approximately 40 million tons of thermal coal per annum, supplied to JSE-listed petrochemicals company Sasol Limited as well as the export market. Lucky served on the boards of five Sasol-related companies and he has represented Sasol Mining in industry forums such as the Minerals Council of South Africa. Lucky’s commitment to positive and substantive transformation led to his roles in managing large transformational projects involving significant organizational complexity. His experience and leadership abilities also contributed to the successful navigation of Sasol Mining through periods of extreme volatility, uncertainty and extensive changes in the industrial environment, including the commitment and transition to the pursuit of zero harm and the zero-tolerance approach to occupational health and safety, prolonged unprotected labour disputes and most recently, the effects of the Covid-19 pandemic. Lucky’s journey has now led him to the private sector, where his experience, networks and practical know-how have culminated in the incorporation of LK Tlou Pty Ltd, a diversified investment holding company known for its focus on mining, energy, infrastructure and agriculture. As COO, Practice Integration, Otsile ensures the seamless delivery of effective solutions for clients across the continent. As Head of the firm’s natural resources and environment department, Otsile’s expertise covers the circle of mining – from exploration, mining and beneficiation to downscaling and closure. His experience ranges from start-up exploration projects to well-established mining projects, and he acts for a wide range of mining companies in all mineral commodity sectors, including the base and precious metals, coal, rare earths, sand and diamonds sectors.  Otsile’s expertise includes advising on mining aspects of equity and asset acquisitions, disposals and corporate restructuring, and black economic empowerment transactions, as well as on distressed mining assets and on royalties in the mining sector. His experience further includes all aspects of regulatory work in the mining and petroleum (upstream) industries, for listed and unlisted senior, mid‑tier and junior companies, as well as for financial institutions with regards to resource-finance projects. Otsile has done mining title and transactional work in the Democratic Republic of Congo, Tanzania, Zambia and Zimbabwe. He has also advised on joint ventures in the Democratic Republic of Congo, Zimbabwe and Zambia. In addition, he has advised the Uganda Chamber of Mines in relation to the Ugandan mineral regulatory framework. Otsile is an instructor for the Black Lawyers Association and is a member of the Energy, Environment, Natural Resources and Infrastructure Law section of the International Bar Association. He is also an instructor at the International Law Institute – African Centre for Legal Excellence, where he has trained senior government negotiators and regulators from various African countries in regards to mining contracts, concessions and disputes. Themba Mkhwanazi, Regional Director: Africa and Australia, Anglo American

Themba was appointed Regional Director, Africa & Australia on 1 July 2023 with responsibility for Anglo American’s PGMs business, Kumba Iron Ore and Australian operations (steelmaking coal). He previously served as CEO of Bulk Commodities, starting that role in 2021 . Prior to that, he was CEO of Kumba Iron Ore from 2016 to 2021 and CEO for Anglo American’s Thermal Coal business in South Africa, having joined the Group in 2014. He is also a non-executive director of Anglo American Platinum and Kumba Iron Ore. Themba has extensive experience in the resources industry, including 18 years in his native South Africa, as well as in the US and Australia. Before joining the Group, Themba was Managing Director for Huntsman Tioxide in South Africa until 2007 when he was appointed COO of Richards Bay Minerals, a joint venture between Rio Tinto and BHP. In 2011, he was seconded to Rio Tinto’s Australian coal business, before taking up the role of Regional General Manager for the Americas in 2012. Themba is a Vice President of the Minerals Council of South Africa.

TFR Chief Executive, Sizakele Mzimela, joined the Transnet Executive Team in April 2020 and is tasked with overseeing the division that provides rail infrastructure and operates rail services over major corridors to transport commodities for export, regional and domestic markets. Sizakele is a seasoned business executive with 30 years’ global experience across diverse industries in the public and private sectors. Sizakele began her career at Standard bank and later worked for Total SA before moving into aviation. She is the former Group CEO of South African Airways, which at the time was the continent’s largest airline with presence in more than 40 international locations. Her experience in logistics also includes the chairing of a listed logistics company over and above her executive management of other regional and domestic airline carriers. Sizakele’s extensive experience in running complex logistical entities have held her in good stead as she leads the turnaround, growth and development of Transnet Freight Rail, Transnet’s largest operation division. She holds a Bachelor of Arts, Economics and Statistics degree from the University of Swaziland, a certificate in Management from Henley College and  is a graduate of the Transnet Executive Development Programme (GIBS). She has completed a number of other programmes at GIBS, the London School of Economics and Cambridge University, to mention a few. Sizakele is the current Vice President of the Southern African Rail Association (SARA).

July Ndlovu is the CEO of Thungela Resources and a coal miner at heart. He was previously the CEO of Anglo American’s Coal business before it was demerged and listed on the JSE and LSE. After starting at Anglo American as a graduate trainee, in 2001, he transferred to Anglo American Platinum, where he was first appointed Business Manager of the Polokwane Smelter, then Executive Head of processing. He spent some time at Anglo American subsidiaries in Zimbabwe in several senior managerial positions in metallurgical operations, and technical services.
